Processing is classified into two groups: pre-processing and active processing.

Preliminary processing began when there were signals or data about "hostile activity" for an individual or a group of individuals. It usually did not last more than six months. If the data were verified during this period, then the person was transferred to active processing and registered in the second file. In case during preliminary processing it is proven that the data is false, then the processing is liquidated by not being registered in the file.

Active processing was classified into two levels, Processing 2A and Processing 2B.

In active processing 2A were placed all those persons for whom verified data was recorded which, according to them, implicated them in hostile activity against the party and the government.

In active processing 2B, all those elements who were defined as suspicious persons, who had developed counter-revolutionary activities in the past and who had the conditions to be active against the party and the government of the time, but who at the time were under processing 2B were inactive.

To be put into preliminary processing, the operative employee decides. While in order to be put into active processing, the Head of the Branch in the district or the Head of the Operative Branch decides in the center, while in the army, the head of Security in the military unit and department decides, in the border, the head of reconnaissance in the battalion decides.
