The Authority for Information on State Security Documents is a legal public independent entity responsible for the collection, management, processing and use of documents of Former state security service and information related to them.

The scope of activity of the Authority covers the documents of Former state security service of the Ministry of Interior of the People’s Socialist Republic of Albania, from November 29, 1944 until the date of the establishment of the National Intelligence Service, i.e. July 2,1991, which are available in all archives of the archives network of the Republic of Albania, and which relate to the political criminal offenses prescribed in Law no 7514, of 30.09.1991,

The Authority is organized and operates in line with the rules established in law no. 45/2015, amended and in its operational guidelines that is approved by the Authority. In the course of the exercise of its activity, the Authority is assisted by its Technical Secretariat, which acts in keeping with the rules defined in the Organic Law, and the by-laws issued for its implementation. Detailed rules for the operation and functioning of the Technical Secretariat are defined in the Internal Rules (guidelines) of the Authority. The structure and organizational chart of the Technical Secretariat is approved by the Parliament, with the proposal of the Authority.

The Authority aim at identifying the documents of the Former state security service, and collecting them from public authorities, and the archives network of the Republic of Albania, in particular from the archives of the Former State Security Services, Ministry of Interior, General Archives Directorate. The goal into set up and consolidate a single archive containing all documents generated by the Former State Security Service, with the aim of obtaining and providing information to the subjects of the Law on documents of Former state security service.

Law no. 45/2015 stipulates as a primary task the identification and further collection of the documents of the Former state security service. This is one of the main responsibilities assigned by the Law, to be accomplished by the Authority.

Since the first days of its operation, the Authority officially requested the cooperation of public entities that were in possession of archive documents of Former state security service. The Authority addressed the Former State Security Service, the Ministry of Defense, Ministry of Interior, the General Directorate of Archives and the Archive of the Judiciary, in the Ministry of Justice, with the aim of identifying the archive documents in their respective institutions, in light of the requirements of law no. 45/2015, amended.
